Employers and employees are both responsible for ensuring health and safety in the workplace. A safe and healthy workplace helps prevent people from becoming sick or disabled as a result of their work.

The Dutch Ministry of Social Affairs and Employment creates the conditions and determines the framework within which companies can themselves take measures to improve working conditions. The Labour Inspectorate enforces the legislation and rules governing working conditions. Good working conditions make it possible for people with a disability to return to the employment process. 

An important element of the reintegration of the disabled is the support provided by a certified safety, health and welfare service. Employers are also required to call in such a service to assess absenteeism and to carry out risk assessments and evaluations.
