Where are you located? Are you by chance in The Hague?
If you are, and you have access to a membership (not overly difficult to obtain), you might try Ven Sligro in the Forepark (they have a website if you google them). That might solve both of your needs (container and sugar). In fact, this place can solve a lot of cooking related supply issues for you.
I've been able to find caster sugar at the British expat shops: Thomas Green and Kelly's, as well as the type of brown sugars that are more often used in North American or British recipes. I use them mainly for special occasion baking, but for everyday treats, I haven't found the regular supermarket-available sugars to be a problem, especially in cookies. Although, I must say, my family actually prefers denser baked goods. Oh, and the expat shops are also the best place to buy powdered sugar, especially if you need something larger than 100g in a packet!
If you're here for a while, I'd highly recommend you buy a copy of THE FOOD SHOPPER'S GUIDE TO HOLLAND. It provides a good education on what's "normal" here and is a wonderful reference.

There is fine brown sugar in Jumbo, I go to the one in Juliannaplein in The Hague or the one in Leidschenhage. I just recently brought a big tart tupperware in Blokker, it was a bargin at 8 euros. The ones in Sligro are also good but tend to be a bit pricey. |
